The Special Instructor, Early Intervention Services position supports UCP Central PA’s mission to empower people of diverse abilities to live a meaningful life through innovative support and services. The primary functions of this important position include: Service Delivery, Regulatory Compliance, Fiscal Responsibility, and Community Partnerships/Relationships.
Position Duties and Responsibilities
The primary responsibilities, duties, and tasks of the position (what things are accomplished) and the approximate percentage of time spent on each major functional area during a typical year are indicated below. Service Delivery [50%]
Assist in developing outcomes, strategies, and data collection methods based on the child’s Evaluation Report (ER) and Individualized Family Service Plan (IFSP). Ensure the identification, development, and implementation of special education therapy activities to meet the needs of the family and child in accordance with the child’s IFSP. Assess the needs, interest, and abilities of the family and child to determine appropriate ways to assist the family in meeting their functional goals as it relates to special education therapy. Assess on an ongoing basis the functional skills of the child in the areas of cognitive, play, social and emotional, and self-help needs. Provide families with individual session notes that include the outcome, strategies used, recommendations, and plans for the next session. Encourage caregiver participation in each therapy session and document ways that the family is participating in the session and using strategies with their child. Provide updates and information for quarterly reviews and annual evaluations in accordance with county guidelines to allow for adequate planning when determining the child's continued eligibility. Schedule all new referrals from the county within the 14-day guideline. Complete all documentation for entrance and exit from the Early Intervention program in accordance with county and Agency guidelines. Provide support and feedback to families/caregivers with suggestions and strategies to assist their child in achieving their IFSP goal. Act as a liaison with team members or behavioral staff when appropriate. Effectively communicate and collaborate with IFSP team members to meet the needs of the family and child. Attend quarterly IFSP meetings, as requested. Fulfill transportation requirements to complete home visits and community-based therapy sessions.
Develop and enhance partnerships with staff members, and/or participants for the completion of all duties and responsibilities of the position. As conflicts and/or complaints arise, evaluate various courses of action; ensuring the selection of resolutions that support both Agency operating standards and maintain the partnership with participants. As unique situations arise pertaining to functional area operational procedures; deviate, as necessary, from operational procedures in order to best support set work standards and maintain the partnership with the participant. Develop and implement new policies and/or procedures within the functional area to support the continuous improvement of operational effectiveness and efficiency. Provide input to short-term objectives of the functional area. Compose correspondences and responses to correspondences on behalf of the immediate supervisor; with little or no oversight; often of a complex nature. May act in the absence of the direct supervisor.
Regulatory Compliance [25%]
Assist in the coordination of special education therapy services in compliance with governmental policies and standards. Maintain current mandated paperwork to include: State license, Child abuse clearance, State Police clearance, FBI clearance, 24 hours of training for Early Intervention, and any pertinent certifications related to your license/expertise. Complete all Agency and county paperwork required for new referrals and ongoing services within outlined timelines. Maintain participant’s work files following HIPPA regulations. Keep participant’s work files organized and produce them for any compliance requests from the agency, county, and/or state.
Fiscal Responsibility [10%]
Ensure that the financial activity is accurate, appropriate, and a good use of division resources.
Ensure that billing for services is supported by proper documentation of service(s) provided, and make sure that service schedules are entered correctly into the billing system.
Ensure that all purchases are made in accordance with UCP’s purchasing procedures, and that purchase orders are approved in accordance with all standard procedures. Make sure that all expenses charged to the program/division are allowable and are adequately supported by documentation. Ensure the timely submission of supporting receipts for credit card purchases to the Fiscal Department.
Report any fraudulent activities in financial and/or non-financial activities. Follow protocols to protect the organization from financial liability arising from legal litigation due to improper treatment of participants, improper use of equipment or vehicles, or improper procedures with respect to procurement and purchasing.
Ensure that billing is completed in a timely and accurate fashion and follows the timeline guidelines outlined by the Supervisor. Ensure that services provided are within the number of units authorized by the county. Notify the Supervisor of any authorization changes due to change in frequency or annual re-evaluation. Maintain productivity goals as outlined by Supervisor to meet Agency goals of being efficient and fiscally sound. Collaborate with the Administrative Coordinator to efficiently secure referrals by updating therapy openings on the availability chart. Develop a schedule that is regionalized to minimize travel time and mileage for a more efficient provision of services. Collaborate with therapy team to manage department budget to support fiscal responsibility.
Community Partnerships/Relationships [5%]
Provide consultation to other departments within the Agency as needed. Supervise student interns following all appropriate Agency policies and procedures and policies of the University Affiliate. Develop a positive rapport with community medical staff and specialists to foster support of the children and families of the Early Intervention program. Provide families with knowledge of and access to the various community resources available.
Administrative Systems [5%]
Ensure the timely and accurate application of all administrative systems, including, but not limited to, the following: recording of time worked, submission of mileage and/or travel reimbursement requests, submission of leave requests in accordance with leave request procedures, reporting of participant incidences in accordance with incident reporting procedures, and reporting of worker’s compensation incidences in accordance with worker’s compensation reporting procedures.
Accurately and effectively represent the Agency and its mission. Act in the best interest of the Agency and enhance the image of the Agency in the public eye. Develop and maintain a business understanding of all programs and services offered by the Agency. As requested, complete continuing education programs that are offered.
Perform all related duties as assigned; some of which may be determined to be an essential function of the position. Maintain an awareness, understanding, and support of the Employee Handbook policies of the Agency. Fulfill all responsibilities of the Incident Management and Abuse, Neglect, and Exploitation policies and procedures. Assist supervisor with maintaining the accuracy and completeness of the Position Description.

Education and Experience Profile
Bachelor’s degree within a related discipline expected and 2 to 5 years of learning experience within a related professional discipline preferred; OR Master’s degree within a related discipline and 0 to 2 years of learning experience within a related professional discipline preferred.
Higher Education Degree(s) – Areas of Study Related to the Position
Child Development, Early Childhood Education, Early Childhood Special Education.
PREFERRED Prior Knowledge or Experience
At least one year of experience working with children.
REQUIRED Licensure or Certifications
Valid Driver’s License. Eligible for PA Promise Enrollment. Not on CMS Exclusion List.
