    What you’ll do:


    Ensure that all Employment Department processes and systems are effective, efficient, and legally compliant.


    Manage the Applicant Tracking Systems (ICIMS) for the Agency. Post and manage position openings using the online ATS. Actively prioritize and monitor open positions. Design and manage the Employment Department workflow to minimize downtime and expedite time-to-start by minimizing/streamlining the transactional processes. Create a positive experience for Hiring Managers and job candidates. Provide detailed metric reports on applicant flow, including time-to-start data.


    Coordinate the development and implementation of a targeted Recruitment Strategy and Diversity Recruitment Plan for “mission critical“ positions. Develop performance data that demonstrates an ROI for targeted recruiting strategies.


    Develop and oversee pre-employment and post-employment administrative processes, such as pre-employment background checks. Complete follow-up on background checks that require further investigation.


    Develop and enhance collaborative partnerships with operations team leaders and managers. As conflicts and/or complaints arise, evaluate various courses of action; ensuring the selection of resolutions that support both Agency operating standards and enhance stakeholder relationships.


    Ensure that Hiring Manages apply candidate screener tools that are legally compliant and effective.  Develop and update interview guides.  As requested, screen applicants and conduct interviews utilizing theme and behaviorally-based interviewing processes. Coordinate the assignment of Hiring Managers to fill all vacancies. Assist in the development and delivery of Hiring Manager training (ie. ATS, employment laws and regulations, interviewing skills, workflow procedures, etc.).  


    What we’re looking for:


    At a minimum, you’ll need -


    Bachelor’s Degree in HR, Marketing, Communications, or a related field; HR degree preferred.

    5 years of experience leading an Employment Department with a particular focus upon the recruitment of employees at the para-professional and professional levels within a highly regulated operating environment.

    Experience leading the management of an ATS (ie. training Hiring Managers; running reports)

    Word, Excel, PowerPoint (intermediate level)

    Possess a valid Social Security number.

    Must be at least 18 years of age.

    Ability to read and interpret documents in English. Ability to read and communicate verbally in English. Written communication skills in English may also be required.
